Define backup ownership for help desk queues

A queue backup is accountable coverage, not simply another person who can view the tickets. Define which work transfers, when the backup accepts it, what decisions remain with the usual owner, and how customers are updated.

Create a short handoff for tickets with a due action, risk, waiting customer, or open approval. Include current status, last action, next action, customer expectation, and the person who can decide the exception.

Do not let backup coverage expand permissions silently. The backup should use the same approved access and stopping rules, and should escalate when the normal owner’s decision is unavailable.

Review tickets during and after an absence. Look for unowned work, duplicate replies, missed checkpoints, and customer promises that were not carried across the coverage change.
