Help desk ticket ownership rules for shared queues

Make ownership visible when several people touch a request, from the first reply through the final customer update.

A shared queue needs one accountable owner even when several specialists contribute. The owner watches the next action, the customer expectation, and the point at which another team must decide.

When work moves, record the receiving owner and the reason for the handoff. A queue name alone is not enough because it does not tell anyone who is responsible for the next move.

Keep contributors in the ticket record. Their notes should state what they checked, what they changed, and what remains open so the accountable owner can act without restarting the investigation.

Review unowned and recently transferred tickets at a fixed point in the day. Return unclear work to an owner before it becomes an old ticket with no visible path forward.
