Methodology and findings
Research question: Which observable event establishes ownership when waiting work becomes actionable again?
Methodology: Code a fixed sample by waiting reason, resumption event, prior owner, notification, acceptance, next action, and customer checkpoint. Freeze the inclusion rule and observation window before reviewing outcomes, and keep restricted artifacts in approved systems.
